Our mission is to break every barrier to mental health and deliver best-in-class solutions for our members and customers. That’s why we’re thrilled to announce that we have received the Knox-Keene Health Care Service Plan Act license in California—a significant milestone that enhances our ability to deliver high-quality, accessible care to our members.
The Knox-Keene Health Care Service Plan Act of 1975 is a comprehensive California law that governs health care service plans, including Employee Assistance Programs (EAPs), requiring them to meet stringent quality, and financial, operational, and administrative requirements. Regulated by the Department of Managed Health Care (DMHC), the license ensures that health plans offer robust protections for their members, guaranteeing the quality, financial stability, and accessibility of care.
In January 2023, Spring Health proactively pursued this license in an effort to reinforce our commitment to quality care and compliance, ensuring we meet strict regulatory standards while enhancing the services we provide to employers in the state. We now offer expanded benefits, including enabling California-based bundled customers1 to provide employees with more than six sessions per year.2
“Achieving the Knox-Keene license underscores our leadership in administrative and operational excellence,” says Lauren Haley, General Counsel of Spring Health. “This milestone demonstrates our compliance with the DMHC’s strict requirements and our unwavering commitment to expand mental health care access to California companies and their employees.”
What This Means for Employers and Employees in California
With this license, Spring Health can now:
- Expand mental health services: Offer more than six bundled sessions per year to California employees of California-based companies, enabling greater access to care.
- Ensure continuity across states: Deliver the same high-quality services regardless of where an employer or employee is located, removing geographic barriers to care.
- Enhance member protections: Comply with strict regulatory standards designed to safeguard members and ensure top-tier care.
Navigating regulatory frameworks is an important part of our work to ensure that members can access effective and essential care. By obtaining the Knox-Keene license, Spring Health has demonstrated its ability to meet the strict compliance standards necessary to serve as a trusted provider in California. This achievement validates our commitment to quality and innovation in mental health care.
This milestone would not have been possible without the dedication of our Legal and Compliance teams. Their efforts reflect Spring Health’s mission to deliver transformative mental health solutions and make care accessible to all.
1Our services are available only within our approved service area, as determined by demonstrated network adequacy requirements.
2While Spring Health is now able to offer up to 12 bundled sessions per year to California-based customers, Spring Health and its session offerings must still comply with ERISA and other applicable regulations.
